CFCO shows neighborhood groups and organizations how to develop the Block Club/Block Captain system (BC/BC system).
CFCO provides technical assistance in crime prevention. This program involves identifying individual potential, counseling, treatment and employment development for youth and adults. The program links with BC/BC system, other resources and institutions including the criminal justice system.
CFCO provides technical assistance in capital improvement projects. This program involves infrastructural projects for city budgetary consideration.
CFCO provides technical assistance in housing development; combining creativity with resources to improve the affordable housing stock within a community.
CFCO provides resources for homeownership counseling. This program involves ongoing counseling for low-moderate income people toward homeownership.
CFCO provides technical assistance in leadership development, community organization, fundraising and the marketing of a community. This program involves training and resources for neighborhood leadership in the nuts and bolts of community organizing, fundraising techniques, resources and public relations.
CFCO provides technical assistance in neighborhood revitalization. This involves combining the above programs with assistance in developing industrial and commercial businesses.
CFCO shows groups how to develop community economic development projects.
CFCO provides management services for housing cooperatives and condominiums.

About the Founder Warren C. Nelson, CEO
Established and versatile professional with a long-term career and outstanding record of commitment and accomplishments as a manager, planner, community organizer and community economic development change agent for community based human service programs, including the following additional strengths and characteristics:
Over 20 years of successful experience in developing, implementing, and directing community based programs such as the Center for Poverty Solutions, the Maryland Justice Coalition, and the Center for Community Organization.
Demonstrated ability to work in the community to identify issues of concern to residents, develop leadership capacity at the community level, and foster solution-oriented dialogue to promote empowerment and grass-roots initiatives.
Broad and in-depth understanding of the needs of diverse populations including individual adults and families who are experiencing crises involving homelessness, danger of loss of housing, hunger, lack of employment, and incarceration of significant others.
